Primary Responsibilities
(1) Implement national, provincial, and prefectural policies, regulations, and guidelines concerning domestic and international trade, economic and technical cooperation, catering services, and material circulation management; formulate relevant policies and management measures, overseeing their implementation; guide and coordinate commercial, foreign trade, and material circulation activities across all economic sectors within the prefecture.
(2) Formulate the prefecture's domestic trade development strategy; coordinate the planning of urban and rural commodity market systems; cultivate and develop urban and rural commodity markets; organize and implement the Rural Modern Distribution Network Project, with a focus on establishing prefecture-wide and regional commodity wholesale markets and catering service outlets; oversee the prefecture's commodity markets; propose development strategies for the modern logistics industry.
(3) Oversee the management of refined oil products, catering services, commerce, foreign trade, and material circulation industries; enforce national laws and regulations; strengthen guidance and services for commercial enterprises.
(4) Promote the restructuring of the prefecture's circulation industry; research and propose methods and organizational forms for circulation system reform; actively advance circulation standardization and initiatives such as chain operations, commercial franchising, e-commerce, agency systems, distribution systems, second-hand goods circulation, and auctions; facilitate the modernization of the circulation industry.
(5) Guide commodity circulation activities and uphold fair competition order; forecast commodity market trends and propose policy recommendations for market regulation; conduct commerce industry statistics for the entire prefecture and provide information consulting services.
(6) Lead coordination of efforts to rectify and standardize market order across the prefecture; advance credit system development in commerce and establish a public service platform for market integrity; oversee special circulation sectors such as auctions; manage ethnic trade affairs.
(7) Research and formulate plans for commodity circulation, foreign capital utilization, technology introduction, and foreign trade and economic cooperation connecting domestic and international markets throughout the prefecture; strengthen industry quality system evaluation and compliance management.
(8) Establish and improve emergency management mechanisms for essential goods market supply; monitor and analyze market operations and commodity supply-demand conditions; investigate and analyze commodity price information; conduct forecasting, early warning, and information guidance.
(9) Research and formulate foreign trade development strategies and measures to promote domestic and international trade; guide, coordinate, and manage foreign investment utilization across the prefecture; approve the establishment of foreign-invested enterprises, issue approval certificates, and supervise contract and charter compliance by such enterprises as authorized; guide responses to anti-dumping, countervailing, and safeguard measures against exported goods and related work.
(10) Manage foreign-related economic activities throughout the prefecture as authorized; review, register, establish, license, and conduct annual reviews of foreign trade and economic enterprises; guide and organize relevant enterprises and institutions to participate in trade fairs, exhibitions, and negotiations; guide and coordinate the work of the Qiannan Branch of the China Council for the Promotion of International Trade and the Qiannan Prefecture Chamber of Commerce of the China Chamber of International Commerce.
(11) Research and formulate development strategies and measures for foreign economic and technical cooperation across the prefecture; undertake the formulation of import and export plans for agricultural products, key industrial goods, and raw materials; approve applications for overseas delegations organized by foreign trade and economic enterprises and labor export entities; coordinate and manage foreign contracting projects and overseas labor dispatch across the prefecture.
(12) Coordinate and guide foreign investment utilization across the prefecture; jointly formulate policies with relevant departments to attract and utilize foreign investment; approve establishment and changes of foreign-invested enterprises within authorized scope; conduct statistics on foreign trade and economic affairs; organize and coordinate administrative management and services for technology development zones.
(13) Guide, coordinate, and manage foreign economic and technical cooperation across the prefecture; jointly organize and coordinate activities and projects related to national foreign aid; Coordinate and manage the prefecture's foreign contracting projects, labor contracts, and design consulting services; centrally manage efforts to secure foreign grant aid.
(14) Implement the prefecture's commerce system talent education, training, and development plans; collaborate with relevant departments to oversee qualification assessments and certification for professional technical personnel in the industry.
(15) Undertake other tasks assigned by the Prefectural People's Government and the Provincial Department of Commerce.
