(1) Research and formulate policies and measures for culture, broadcasting, television, tourism, and sports; draft local regulations and rules for historical and cultural preservation.
(2) Coordinate planning for cultural undertakings, cultural industries, broadcasting and television undertakings, tourism, and sports; formulate development plans and organize their implementation; promote the integrated development of culture, sports, and tourism; advance institutional and mechanism reforms in culture, broadcasting, television, tourism, and sports.
(3) Manage major cultural events and guide the construction of key cultural facilities; organize the promotion of the overall image of cultural tourism; facilitate international and domestic market promotion for cultural and tourism industries; advance the international outreach of local culture; formulate and implement tourism market development strategies; and coordinate the advancement of all-for-one tourism.
(4) Guide and manage literary and artistic undertakings; direct artistic creation and production; support literary and artistic works that embody core socialist values and possess exemplary, representative, and guiding significance; and promote the development of all art forms and genres.
(5) Oversee the development of public cultural undertakings; advance the construction of public cultural service systems and tourism public service facilities; thoroughly implement cultural welfare projects for the people; and coordinate the standardization and equalization of basic public cultural services.
(6) Coordinate the innovative development of cultural and tourism technologies; and advance the informatization and standardization of the cultural and tourism industries.
(7) Oversee the protection of intangible cultural heritage; and promote the preservation, transmission, popularization, promotion, revitalization, and utilization of intangible cultural heritage. (8) Coordinate the planning of cultural and tourism industries, organize and implement the survey, exploration, protection, and utilization of cultural and tourism resources, and promote the development of cultural and tourism industries.
(9) Coordinate the advancement of ecotourism and rural tourism development, promote cultural and tourism poverty alleviation initiatives, and participate in implementing the rural revitalization strategy, the “Colorful Guizhou Park Province” initiative, and the “China Hot Spring Province” project.
(10) Guide the development of the cultural and tourism market, oversee industry operations, advance the construction of a credit system for the cultural and tourism sectors, and regulate the cultural and tourism market.
(11) Guide comprehensive law enforcement in the cultural tourism market across the prefecture, organize the investigation and handling of illegal activities in the cultural, cultural relics, broadcasting, television, and tourism markets within the prefecture in accordance with the law, supervise and handle major and important cases, and maintain market order.
(12) Formulate development plans for cultural relics and museum affairs; coordinate and guide cultural relics protection, museum operations, and archaeological work; advance the construction of public service systems for cultural relics and museums; oversee the supervision and management of cultural relics and museums; promote informatization, standardization, and the application of scientific achievements in cultural relics protection.
(13) Oversee broadcasting, television, and online audio-visual program service providers and operations, implement market entry and exit management, and guide supervision of private broadcasting production entities; organize and advance public services in broadcasting and television, implement major broadcasting projects, and guide and supervise key infrastructure development in broadcasting and television.
(14) Guide scientific and technological work in broadcasting, television, and online audio-visual program services; direct tiered construction and development efforts; formulate plans for dedicated broadcasting and television frequency bands across the prefecture; assign technical parameters such as frequencies and power levels; guide scientific research and application of advanced technologies in broadcasting and television systems according to relevant technical standards; oversee program transmission, monitoring, and secure broadcasting.
(15) Establish statewide sports competition systems and plans; coordinate management and guidance of competitive sports across the prefecture; oversee major international, national, and provincial competitive sports events hosted by the prefecture, as well as team participation in domestic and international competitions; promote youth sports development; collaborate with education authorities to ensure healthy development of campus sports activities; manage athlete and referee qualification applications; organize and prepare for prefectural sports games.
(16) Coordinate mass sports initiatives across the prefecture and establish a comprehensive public fitness service system; organize and host mass sports events at all levels; oversee mountain and outdoor sports, senior sports programs, the development of sports federations and associations, and sports lottery management; conduct the National Fitness Monitoring Program; manage the training, approval, and administration of national social sports instructors.
(17) In conjunction with departmental responsibilities, advance military-civilian integration and poverty alleviation initiatives; increase investment in science and technology to enhance innovation capabilities, providing support for innovation-driven development; oversee workplace safety and fire prevention within the department and its industry sectors; manage big data development, application, and government data resource administration in accordance with regulations, promoting standardized management, sharing, and open access to departmental government data resources.
(XVIII) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, Provincial Department of Culture and Tourism, Provincial Radio and Television Bureau, and Provincial Sports Bureau.
(XIX) Adjustment of Responsibilities.
1. Transfer the responsibilities and functions of the former Prefectural Bureau of Culture, Radio, Television, and Tourism (excluding film, press and publication, and copyright functions), the former Prefectural Tourism Development Commission, and the former Prefectural Sports Bureau to the Prefectural Bureau of Culture, Radio, Television, and Tourism (Prefectural Sports Bureau).
2. Reclaim administrative responsibilities previously undertaken by subordinate public institutions to the Prefectural Culture, Radio, Television, and Tourism Bureau (Prefectural Sports Bureau).
(XX) Functional Transformation. Closely align with the provincial Party committee and government's strategies to build a culturally distinctive Guizhou with ethnic characteristics and a “Colorful Guizhou Park Province.” Vigorously promote the national spirit and the spirit of Guizhou in the new era. Inherit, develop, and elevate outstanding traditional rural culture. Improve the rural public cultural and tourism service system, enhance service quality, and establish cultural tourism brands.
