1. Organize, guide, and coordinate emergency rescue for sudden incidents such as production safety and natural disasters throughout the state, undertake the work of the command for coping with major disasters of the state government, comprehensively judge the development trend of sudden incidents and propose coping suggestions, and assist the responsible person designated by the state party committee and state government to organize the emergency disposal work of major disasters.

Sixth, coordinate and command all kinds of emergency professional teams in the whole state, establish an emergency coordination and linkage mechanism, promote the docking of command platforms, and coordinate the participation of the People's Liberation Army and the Armed Police Force in emergency rescue work in Qiannan.

Seven, coordinate the construction of the whole state's emergency rescue forces, be responsible for the construction of professional emergency forces such as fire fighting, forest and grassland fire fighting, flood control and rescue, earthquake and geological disaster rescue, and production safety accident rescue in accordance with regulations, manage the state-level comprehensive emergency rescue team in accordance with regulations, and guide the construction of emergency rescue forces in various places and by society.

8. Be responsible for the fire control work throughout the state in accordance with the regulations, and organize and guide the work of fire supervision, fire prevention, and fire fighting, etc.

9. Guide and coordinate the prevention and control of forest and grassland fires, waterlogging and drought disasters, earthquakes and geological disasters, etc., be responsible for the comprehensive monitoring and early warning of natural disasters, and guide the comprehensive risk assessment of natural disasters; undertake the daily work of the Prefecture Flood Control and Drought Relief Command and the Prefecture Forest Fire Prevention Command.

10. Organize and coordinate the disaster relief work throughout the state; organize and guide the verification of disaster conditions, loss assessment, and disaster relief donation work, manage and allocate the provincial and state-level disaster relief funds and materials and supervise their use; undertake the daily work of the state earthquake relief committee.

11. Exercise the comprehensive supervision and management power of the whole state's work safety in accordance with the law. Guide, coordinate, supervise and inspect the work safety of the state-level relevant departments and local governments; undertake the daily work of the state work safety committee.

12. In accordance with the principles of等级ification and territoriality, supervise and inspect the implementation of safety production laws, regulations, and rules by industrial and mining enterprises and business entities, as well as their safety production conditions, equipment (excluding special equipment), materials, and management of labor protection supplies. Legally organize and supervise the implementation of the safety production access system. Responsible for the comprehensive supervision and management of the safety of hazardous chemicals; responsible for the supervision and management of the safety production of fireworks and firecrackers.

13. Organize and guide the investigation and handling of production safety accidents in accordance with the law, supervise the implementation of accident handling and responsibility pursuit; organize and carry out the investigation and assessment of emergencies of natural disaster type.

14. Formulate and implement the planning for emergency material reserves and emergency rescue equipment throughout the state, and cooperate with the Development and Reform Bureau and other departments to establish and improve the emergency material information platform and the allocation system, and coordinate the unified dispatch during disaster relief.

15. Responsible for emergency management, work safety, and comprehensive disaster prevention and mitigation education and training, organizing and guiding emergency management, work safety, and comprehensive disaster prevention and mitigation scientific and technological planning research, and promoting emergency and information construction work.

16. Implement the relevant laws, regulations, guidelines, industry norms and standards for earthquake prevention and disaster reduction; formulate plans for earthquake prevention and disaster reduction work, establish a system for prevention in the affected area and organize its implementation; conduct seismic safety assessment for construction projects, and carry out monitoring and research on reservoir and mine earthquakes; be responsible for the rapid reporting of earthquake and disaster situations, manage and guide the work of relevant departments in the whole state on earthquake prevention and disaster reduction; implement industry management over earthquake monitoring stations (networks) and mass earthquake monitoring and prevention work, accept the business guidance of the Provincial Seismological Bureau, and undertake the responsibilities of the Office of the Earthquake Relief Command of the State Government and its daily affairs.

Seventeen, carry out emergency rescue of cross-regional cooperation and exchanges in emergency management within the province and outside the province in accordance with the decision-making and deployment of the provincial party committee, the provincial people's government and the provincial emergency management department.
