Qianxinan Civil Affairs Bureau Functional Information

The Civil Affairs Bureau of Qianxinan Prefecture (hereinafter referred to as the Prefectural Civil Affairs Bureau) is a functional department of the People's Government of Qianxinan Prefecture, operating as a department-level administrative agency. The Bureau implements the policies, guidelines, and decisions of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Prefectural Party Committee regarding civil affairs work. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over civil affairs. Its primary responsibilities are:


(1) Drafting local regulations and rules concerning civil affairs, formulating development plans, annual programs, policies, and standards for civil affairs across the prefecture, and organizing their implementation.


(2) Formulating registration and supervision management measures for social organizations such as social groups and social service institutions across the prefecture, organizing their implementation, and conducting registration management and law enforcement supervision of social organizations in accordance with the law.


(3) Formulate social assistance policies and standards for the entire prefecture, coordinate the development of urban and rural social assistance systems, and oversee the implementation of minimum living security for urban and rural residents, assistance and support for persons in extreme poverty, temporary assistance, and assistance for homeless individuals and beggars. Coordinate the identification, monitoring, and routine assistance and support for low-income populations.


(4) Draft policies and standards for administrative division management, administrative boundary management, and toponymic management throughout the prefecture. Organize research on proposals for adjusting administrative divisions. Lead the review of the establishment, naming, modification, and relocation of government seats for townships (subdistricts) and higher-level administrative divisions within the prefecture, according to management authority. Oversee administrative boundary management throughout the prefecture according to management authority. Exercise unified supervision over toponymic work and review the naming and renaming of significant natural geographic entities across the prefecture.


(5) Formulate and implement marriage management policies for the prefecture; oversee marriage registration management; and advance marriage customs reform.


(6) Formulate and implement funeral management policies and service standards for the prefecture; oversee funeral management; and advance funeral reform.


(7) Formulate policies and measures for protecting the rights and interests of persons with disabilities in the prefecture; coordinate the development of welfare systems for persons with disabilities; and oversee assistance programs for persons with disabilities facing special difficulties.


(8) Undertake the specific work of the Prefectural Committee on Aging. Organize the formulation and coordinate the implementation of policy measures to actively address population aging. Guide and coordinate the protection of the rights and interests of the elderly throughout the prefecture. Organize the formulation and implementation of policies for the social participation of the elderly throughout the prefecture.


(9) Organize the formulation and coordinate the implementation of policy measures to promote the development of elderly care services throughout the prefecture. Coordinate, supervise, and manage elderly care services throughout the prefecture; formulate plans, policies, and standards for the elderly care service system and oversee their implementation; undertake welfare programs for the elderly and assistance for those facing special difficulties.


(10) Formulate policies and standards for child welfare, protection of abandoned and de facto orphaned children, child adoption, and child rescue and protection throughout the prefecture; improve the care service system for rural left-behind children and the protection system for children in distress.


(11) Organize the formulation of policies to promote charitable development across the prefecture; conduct supervision and inspection of charitable activities in accordance with the law; guide social donation work; and oversee the management of welfare lottery operations throughout the prefecture.


(12) In accordance with departmental responsibilities, oversee work safety and fire safety within this department and its industry sector.


(13) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Civil Affairs.
