Qianxinan Prefecture Transportation Bureau Functional Information

The Qianxinan Prefecture Transportation Bureau is a functional department of the Qianxinan Prefecture People's Government, operating at the deputy director-general level. Its primary responsibilities are:


(1) Implementing national and provincial laws, regulations, rules, policies, industry plans, and standards pertaining to transportation; guiding institutional and systemic reforms within the transportation sector; Drafting local regulations and rules for the transportation sector; implementing and overseeing the execution of development plans, medium-to-long-term plans, and annual plans for highways, waterways, and the transportation industry; guiding the planning and management of comprehensive transportation hubs; participating in the formulation of other transportation and logistics development strategies and plans; cultivating and regulating the logistics and transportation market; overseeing statistics, environmental protection, and energy conservation efforts in the highway and waterway transportation sectors.


(2) Assume responsibility for regulating the road and waterway transportation markets; implement and oversee the enforcement of relevant policies, market access systems, technical standards, and operational norms for road and waterway transportation; propose the scale and direction of fixed-asset investment in provincial highways and waterways, as well as recommendations for the allocation of provincial and prefectural fiscal funds; approve and authorize fixed-asset investment projects within the annual plan scope according to prescribed authority.


(3) Undertake the cultivation and management of the transportation market, maintain fair competition order in the highway and waterway transportation industries; guide the planning and management of urban and rural passenger transport facilities, as well as the management of urban public transportation (city buses, metered taxis, and ride-hailing taxis); guide the industry management of automobile repair markets, driver training, and comprehensive vehicle performance inspections; guide the optimization of structure and coordinated development of the transportation industry.


(4) Guide comprehensive transportation law enforcement and team development; conduct law enforcement activities throughout the prefecture in accordance with the law, including highway administration, road transport administration, waterway transport administration, navigation administration, port administration, local maritime administration, and engineering quality management.


(5) Oversee road and waterway transportation management, including administrative oversight, approvals, permits, and adjudications for road transport, urban passenger services, transport administration, waterway transport, ports, and waterways; coordinate national key material and emergency passenger/cargo transport; manage transportation communications and information systems.


(6) Undertake transportation wartime preparedness responsibilities. Propose regional defense transportation network layout recommendations and plans; formulate regional defense transportation support plans and coordinate local defense transportation operations; provide transportation support for military operations within the prefecture and organize regional defense transportation teams; oversee civilian transport capacity mobilization for national defense and manage defense transportation material reserves and deployment; supervise defense transportation law enforcement across the prefecture.


(7) Oversee the construction market for highways and waterways. Manage the construction, maintenance, technical standards, quality, safety supervision, and cost control of highway and waterway infrastructure; handle construction permits and credit evaluations; coordinate national key highway (expressways, Class I/II roads, mega/large bridges, tunnels) and waterway projects; supervise the use of transportation infrastructure construction funds.


(8) Provide industry guidance and technical oversight for highway administration enforcement on rural roads (including newly added national and provincial trunk roads) throughout the prefecture. Guide rural road administration management, administrative law enforcement, patrols, and over-limit transport management across rural roads under prefectural jurisdiction. Legally protect rural road property rights and maintain normal rural road order. Approve cross-county (city) over-limit vehicle operations on rural roads within the region.


(9) Approves construction plans, preliminary designs, and construction drawings for key highways, rural roads, and large/medium-sized bridges and tunnels within the jurisdiction; supervises bidding processes within its authority; conducts credit evaluations of transportation enterprises.


(10) Oversees transportation safety, production safety in the transportation sector, fire safety, and traffic safety management at this administrative level; Coordinate the standardization of transportation safety production; oversee vessel and water facility inspections, communication navigation, waterborne firefighting, water traffic and vessel pollution accident emergency response, hazardous chemical transportation, prevention of vessel/waterway/port pollution, and shoreline management; centrally manage seafarer training and assessment, and vessel construction quality and safety supervision; undertake fishing vessel inspection and supervision.


(11) Formulate and implement the strategic plans, policies, and standards for science and technology, informatization, and smart transportation development within the transportation sector across the prefecture; oversee informatization, big data applications, government data resource management, technical standards, and measurement management in the transportation industry; promote new transportation technologies and products to advance technological progress in the sector.


(12) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation, and the “streamlining administration, delegating power, and improving services” reform; Increase investment in science and technology, enhance technological innovation capabilities, and provide support for innovation-driven development; carry out big data development and application, as well as government data resource management in accordance with regulations; promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(13) Division of Responsibilities. Led by the Prefectural Transportation Bureau, establish a coordination mechanism for the integrated transportation system in collaboration with departments such as railways, civil aviation, and postal services.


(14) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Transportation.


(15) Adjustments to Responsibilities.


1. Incorporate the fishing vessel inspection and supervision responsibilities previously held by the Prefectural Agriculture Commission;


2. Reclaim administrative functions performed by subordinate public institutions.


(16) Transformation of Functions. Accelerate the development of an integrated transportation system and improve service coordination mechanisms. Optimize transportation service methods and promote coordinated urban-rural transportation development. Strengthen transportation management to drive industry transformation and upgrading. Enhance implementation of transportation safety production accountability systems and advance the coordinated development of transportation credit systems.
