Qianxinan Prefecture Bureau of Commerce Functional Information

Primary Responsibilities

(1) Implement national, provincial, and prefectural policies, regulations, and guidelines concerning domestic and international trade, investment promotion, economic and technical cooperation, catering services, and material circulation management. Draft relevant policies and management measures, oversee their implementation, and coordinate commercial, foreign trade, and material circulation activities across all economic sectors within the prefecture.

(2) Implement foreign trade development strategies and measures to promote domestic and international trade; guide, coordinate, and manage foreign investment utilization throughout the prefecture; approve the establishment of foreign-invested enterprises, issue approval certificates, and supervise contract and charter compliance as authorized; guide responses to anti-dumping, countervailing, and safeguard measures for export commodities and related work.

(3) Manage foreign-related economic activities throughout the prefecture as authorized; review, register, establish, license, and conduct annual reviews of foreign trade and economic enterprises; guide and organize relevant enterprises and institutions to participate in trade fairs, exhibitions, and negotiations; guide and coordinate the work of the Qianxinan Branch of the China Council for the Promotion of International Trade and the Qianxinan Prefecture Chamber of Commerce of the China Chamber of International Commerce.

(4) Research development measures for foreign economic and technical cooperation across the prefecture; approve applications for overseas delegations organized by Sino-foreign joint ventures, wholly foreign-owned enterprises, and Sino-foreign cooperative enterprises, as well as labor export groups.

(5) Coordinate and guide the utilization of domestic and foreign capital and investment services throughout the prefecture; jointly formulate policies with relevant departments to attract and utilize foreign investment; approve the establishment and changes of foreign-invested enterprises as authorized; conduct statistics on foreign trade and economic affairs; coordinate and guide the management of economic and technological development zones.

(6) Guide, coordinate, and manage foreign economic and technical cooperation throughout the prefecture. Collaborate with relevant departments to organize and coordinate the prefecture's participation in national foreign aid activities and projects; coordinate and manage the prefecture's overseas contracting projects, labor exports, labor contracts, design consulting, and related work; centrally manage efforts to secure foreign grant aid.

(7) Assume responsibility for the administration and supervision of commodity circulation, catering services, commerce, foreign economic and trade, and material circulation industries; oversee enterprises and operators in complying with national laws and regulations; strengthen guidance and services for subordinate enterprises and institutions.

(8) Research and propose models and organizational forms for reforming the prefecture's circulation system; advance chain operations, e-commerce, distribution, and second-hand goods circulation to modernize the circulation industry.

(9) Promote circulation standardization; guide planning for bulk commodity wholesale markets, urban commercial networks, and commercial system development; undertake rural market and agricultural product circulation system construction; implement rural modern circulation network projects.

(10) Manage the regulation of the prefecture's key consumer goods markets and the circulation of important production materials. Establish and improve emergency management mechanisms for the supply of essential daily necessities. Monitor and analyze market operations and commodity supply-demand conditions. Investigate and analyze commodity price information, conducting forecasts, early warnings, and information guidance.

(11) Lead coordination of efforts to rectify and standardize the market economy order throughout the prefecture; implement policies regulating market operations and circulation order; promote credit development in the commerce sector; guide commercial credit sales; establish a public service platform for market integrity; and supervise and manage circulation industries such as auctions, refined oil circulation, and automobile circulation (including used car transactions and scrap vehicle recycling and dismantling) in accordance with relevant regulations.

(12) Guide commodity circulation activities and uphold fair competition order; forecast commodity market trends and propose policy recommendations for market regulation; oversee business and financial statistics for the prefecture's commerce system and provide information consulting services.

(13) Oversee industry quality system evaluation and compliance management; coordinate domestic and foreign trade informatization efforts; research and formulate prefecture-wide plans for commodity circulation, foreign trade and economic cooperation connecting domestic and international markets, foreign investment utilization, and technology introduction.

(14) In conjunction with departmental responsibilities, advance military-civilian integration, poverty alleviation, and “streamlining administration, delegating power, and improving services” reforms; increase investment in science and technology to enhance innovation capabilities and support innovative development; oversee workplace safety and fire safety within the department and its industry sectors; manage big data development and application, as well as government data resource management in accordance with regulations, promoting standardized management, sharing, and openness of departmental government data resources.

(15) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Commerce.

(16) Adjustment of Responsibilities.

1. Incorporate the responsibilities of the former Prefectural Government Port Office;

2. Transfer the grain management responsibilities of the former Prefectural Commerce and Grain Bureau to the Prefectural Development and Reform Commission.

3. Transfer the anti-monopoly-related responsibilities of the former Prefectural Commerce and Grain Bureau to the Prefectural Market Supervision Administration.

4. Reclaim administrative functions previously undertaken by subordinate public institutions.
