The Qianxinan Prefecture Audit Bureau is a constituent department of the Prefectural People's Government responsible for audit work. In accordance with the provisions of the Audit Law of the People's Republic of China and adjustments to government functions, the primary responsibilities of the Prefectural Audit Bureau are as follows:
(1) Implement decisions and audit tasks assigned by the Prefectural Party Committee, the Prefectural People's Government, and the Provincial Audit Office; organize, coordinate, guide, and arrange audit work for all audit organs across the prefecture.
(2) Reporting audit findings to the Prefectural People's Government and communicating them to relevant departments, while proposing recommendations for formulating and improving relevant policies, regulations, regulatory measures, and strengthening the management and supervision of various funds.
(3) Directly conducting the following audits in accordance with the Audit Law of the People's Republic of China:
1. The execution of the prefectural-level fiscal budget and other fiscal revenues and expenditures.
2. The financial revenues and expenditures of prefectural-level departments, public institutions, and their subordinate units.
3. The execution and final accounts of county and municipal people's government fiscal budgets.
4. The assets, liabilities, and profit/loss status of prefectural-level local financial institutions.
5. With authorization from the Provincial Audit Office, audit supervision of the financial revenues and expenditures, as well as the assets, liabilities, and profit/loss status of national financial and insurance institutions and other central government units operating within the prefecture.
6. Financial revenues and expenditures of social security funds, environmental protection funds, social donation funds, and other relevant funds managed by departments of the prefectural government or entrusted to social organizations by the prefectural people's government.
7. Financial revenues and expenditures of international organization and foreign government aid and loan projects.
8. Assets, liabilities, and profit/loss of state-owned enterprises, state-owned commercial companies, and enterprises where state-owned assets hold a controlling or dominant stake.
9. Implementation of national infrastructure project budgets and final accounts upon completion.
10. Other audits mandated by laws and regulations to be conducted by the Audit Bureau.
(4) Submitting audit reports on the execution of the prefectural-level budget and other fiscal revenues and expenditures to the Prefectural People's Government; presenting audit work reports on the execution of the prefectural-level budget and other fiscal revenues and expenditures to the Standing Committee of the Prefectural People's Congress as entrusted by the Prefectural People's Government.
(5) Organizing and implementing industry audits, special audits, and audit investigations on the implementation of national financial and economic policies and macro-control measures.
(6) Organize audit organs throughout the prefecture to conduct term-based economic responsibility audits of enterprise leaders and Party and government leading cadres.
(7) Accept appeals from audited entities against audit decisions in accordance with the law and organize reconsideration proceedings.
(8) Jointly lead with county and city people's governments the appointment and removal of heads of county and city audit organs.
(9) Organize and implement guidance and supervision of internal audits; oversee the quality of audit services provided by social audit organizations.
(10) Organize professional and technical training for audit agencies throughout the prefecture.
(11) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Audit Office.
