Qianxinan Prefecture Forestry Bureau Functional Information

The Qianxinan Prefecture Forestry Bureau implements the policies, decisions, and directives of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding forestry work. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over forestry and grassland affairs. Its primary responsibilities are:


(1) Overseeing the supervision and management of forestry, grassland, and ecological construction throughout the prefecture. Implementing national, provincial, and prefectural forestry policies, laws, regulations, and strategic development plans. Drafting local policy measures for forestry development and supervising their implementation.


(2) Organizing ecological conservation, restoration, afforestation, and greening initiatives for forests and grasslands. Guiding the implementation of key ecological conservation and restoration projects for forests and grasslands; directing the cultivation of public welfare forests and commercial forests; guiding and supervising nationwide compulsory tree planting and afforestation efforts. Undertaking related work on forestry and grassland responses to climate change. Handling matters related to ecological civilization construction in forestry and managing the daily operations of the Prefectural Greening Committee.


(3) Oversee and manage forest, grassland, wetland resources, and scenic areas throughout the prefecture. Organize the formulation and supervision of forest harvesting quotas, manage forest land, draft forest land protection and utilization plans, and oversee their implementation. Guides the demarcation and management of public welfare forests and administers state-owned forest resources in accordance with the law. Oversees grassland grazing bans, grass-livestock balance, and grassland ecological conservation and restoration, while supervising the development and utilization of grasslands. Manages wetland ecological conservation and restoration, guides and monitors the implementation of wetland protection plans and relevant local standards, and supervises wetland development and utilization. Oversees resource protection and supervision management of scenic areas.


(4) Overseeing the prevention and control of rock desertification. Organizing rock desertification surveys, guiding and supervising the implementation of higher-level rock desertification prevention plans and relevant standards, and supervising the development and utilization of rock desertified land. Guiding the implementation of key ecological projects such as the Grain-for-Green Program and the Pearl River Basin Flood Control Project.


(5) Overseeing the supervision and management of terrestrial wildlife and plant resources throughout the prefecture. Compiling and supervising the implementation of annual utilization quotas for terrestrial wildlife resources. Guide the establishment and management of forest and terrestrial wildlife reserves and nature reserves. Implement species protection measures as stipulated in national, provincial, and prefectural lists of key protected terrestrial wildlife and plants. Guide rescue and breeding programs for terrestrial wildlife, habitat restoration and development, and disease source monitoring. Supervise the hunting, collection, captive breeding or cultivation, and commercial utilization of terrestrial wildlife. Oversee the import and export of wildlife according to assigned responsibilities.


(6) Oversee the management of all types of nature reserves. Implement higher-level nature reserve plans and relevant standards; manage natural resource assets and regulate land use in nature reserves where the prefectural government directly exercises ownership. Propose review recommendations for establishing or adjusting prefectural-level nature reserves and submit them for approval according to procedures; organize applications for World Natural Heritage status; oversee biodiversity conservation efforts.


(7) Promote forestry and grassland reform. Guide and supervise the implementation of national and provincial collective forest rights systems, state-owned forest farms, grasslands, and other major forestry reform policies across the prefecture. Oversee rural forestry development and the implementation of policies safeguarding forestry operators' legitimate rights and interests, while guiding rural forest land contracting operations. Oversee natural forest conservation efforts.


(8) Implement policies for optimizing the allocation of forestry and grassland resources and promoting wood utilization. Draft and oversee the implementation of local standards for related forestry industries. Organize and guide the supervision of forest product quality. Develop and implement forestry industry development plans.


(9) Guide the infrastructure development and advancement of state-owned forest farms. Organize surveys of forest seed and grass germplasm resources. Oversee the breeding and promotion of superior varieties. Regulate the production and operation of forest seedlings and grass seeds. Supervise the quality of forest seedlings and grass seeds. Oversee the management of forestry and grassland biological germplasm resources, genetically modified organism (GMO) safety, and plant variety protection.


(10) Assume responsibility for forestry administrative law enforcement supervision, guide forest police work across the prefecture, oversee forest police teams, and direct the investigation and handling of major forestry violations throughout the prefecture. Guide the prevention, control, and quarantine of forest pests and diseases.


(11) Implement requirements of comprehensive disaster prevention and mitigation plans; guide and oversee the implementation of forest and grassland fire prevention plans and protection standards; direct fire patrols, ignition source management, and fire prevention facility construction. Organize and guide fire prevention efforts in state-owned forest farms and grasslands, including public education, monitoring and early warning, and supervision and inspection.


(12) Oversee the management of central, provincial, and prefectural-level funds for forestry and grassland affairs, as well as state-owned assets. Propose budgetary investment allocations for forestry and grassland projects, and recommend arrangements for national, provincial, and prefectural fiscal funds. Review investment projects within prefectural planning and annual budgets according to the authority granted by the prefectural government. Implement economic adjustment policies for forestry and grassland sectors, and organize the implementation of ecological compensation programs for forestry and grassland.


(13) Oversee science and technology development, international cooperation, and talent development for forestry and grassland sectors across the prefecture. Guide international exchanges in forestry. Strengthen the promotion and application of forestry technologies, enhance brand creation and marketing for forest products. Implement international conventions on wetlands, endangered wildlife, and other related matters.


(14) In accordance with departmental responsibilities, advance military-civilian integration, poverty alleviation, and reforms related to streamlining administration and delegating power; Address poverty alleviation and ideological work; oversee production safety and fire safety within the department and its industry sectors; manage big data development, application, and government data resource management as required.


(15) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and higher-level forestry authorities.
