The Gansu Provincial Medical Security Bureau is a vice-departmental-level agency directly subordinate to the provincial government. Its principal responsibilities are as follows:
(1) Implementing national laws, regulations, policies, plans, and standards concerning medical insurance, maternity insurance, medical assistance, and other medical security systems. Drafting provincial regulations and rules on medical insurance, maternity insurance, and medical assistance, and overseeing their implementation and supervision.
(2) Formulate and implement provincial medical security fund supervision and management measures; establish robust mechanisms for safeguarding medical security funds; advance reforms in medical security fund payment methods.
(3) Organise the formulation of provincial medical security financing and benefit policies; refine dynamic adjustment and regional balancing mechanisms; coordinate urban-rural medical security benefit standards; establish a benefit adjustment mechanism commensurate with financing levels. Draft and implement the provincial reform plan for the long-term care insurance system.
(iv) Organise the formulation of unified provincial medical insurance directories and payment standards for medicines, medical consumables, medical service items, and medical service facilities across urban and rural areas. Establish a dynamic adjustment mechanism and formulate rules for medical insurance directory access negotiations, organising their implementation.
(v) Organise the formulation of provincial policies on drug and medical consumables pricing, medical service item charges, and medical service facility fees. Establish mechanisms for the rational determination and dynamic adjustment of medical service prices under insurance coverage. Promote the establishment of a market-driven pricing mechanism for social medical services. Implement systems for price information monitoring and disclosure.
(vi) Formulate provincial policies for the tendering and procurement of drugs and medical consumables, oversee their implementation, and establish and improve the provincial tendering and procurement platform for such items.
(vii) Formulate agreements and payment management measures for designated medical institutions and oversee their implementation. Establish and improve a medical insurance credit evaluation system and information disclosure mechanism. Supervise medical service practices and costs covered by medical insurance, and investigate and penalise violations in the medical insurance sector in accordance with the law.
(8) Oversee the operational management, public service system, and information technology development of medical insurance. Implement policies for managing cross-regional medical treatment and cost settlement. Refine the system for transferring and continuing medical insurance relationships. Conduct international and inter-provincial cooperation and exchanges in the medical insurance field.
(IX) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and National Medical Security Administration.
(X) Functional Transformation. The Provincial Medical Security Bureau shall refine the unified basic medical insurance system for urban and rural residents and the critical illness insurance system. It shall establish and improve a multi-tiered medical security system covering all citizens and integrating urban and rural areas, continuously enhancing medical security standards. It shall ensure the rational, secure, and controllable use of medical insurance funds, advance the ‘three-sector linkage’ reform of medical services, medical insurance, and pharmaceuticals, and better safeguard the public's healthcare needs while alleviating the burden of medical expenses.
(11) Division of responsibilities with the Provincial Health Commission. The Provincial Health Commission, Provincial Medical Insurance Bureau, and other relevant departments shall strengthen institutional and policy coordination in healthcare, medical insurance, and pharmaceuticals. They shall establish communication and consultation mechanisms to jointly advance reforms, enhance the efficiency of medical resource utilisation, and elevate medical security standards.
