Liupanshui City Ethnic and Religious Affairs Commission Functional Information
(a) Implementing and enforcing ethnic and religious laws, regulations, rules and guidelines and policies; organising investigations and research into ethnic and religious theories, policies and major issues; responsible for summarising and analysing ethnic and religious dynamics and information; and making policy recommendations.
(ii) Responsible for coordinating and promoting the fulfilment of duties related to ethnic work by relevant departments, promoting the implementation and convergence of ethnic policies in areas related to economic development and social undertakings, and providing operational guidance on ethnic work in the government system.
(iii) To safeguard the legitimate rights and interests of ethnic minorities, protect citizens' freedom of religious belief and normal religious activities in accordance with the law, and safeguard the legitimate rights and interests of religious communities.
(d) To study and put forward proposals for coordinating work on ethnic and religious relations, coordinate and cooperate in dealing with major matters in ethnic relations and religious emergencies, participate in coordinating work on social stability in ethnic areas, and maintain ethnic unity and religious harmony.
(e) To draw up special plans for the cause of ethnic minorities and supervise and inspect their implementation; to participate in the drawing up of development plans for economic and social areas related to ethnic minorities and ethnic areas; to promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of the cause of ethnic minorities; and to advance the construction of an ethnic affairs
service system and the construction of information technology for the management of ethnic affairs.
(vi) To study problems in economic development and social undertakings of ethnic minorities and ethnic areas and put forward special policy proposals, and to participate in coordinating the development of science and technology and economic and technological co-operation in ethnic areas and other related work.
(vii) Organising and guiding the publicity and education of ethnic and religious policies, laws and regulations and basic knowledge; coordinating and guiding the implementation of the Regional Ethnic Autonomy Law, the Regulations on the Administrative Work of Ethnic Townships, the Regulations on the Work of Urban Ethnic Groups and other laws and regulations; organising and guiding the city's activities for the traditional ethnic minority festivals; and organising, hosting and guiding the activities of the Recognition of Progress in Ethnic Solidarity.
(viii) Participating in the formulation of plans for the construction of ethnic minority talent teams, contacting ethnic minority cadres, and assisting the relevant departments in the cultivation, education and use of ethnic minority cadres; responsible for the training of religious workforces and related personnel.
(ix) To be responsible for the management of minority languages and scripts, and to guide the translation and publication of minority languages and scripts, the protection of minority cultural heritage, and the collection, collation and publication of ethnic antiquities.
(j) Performs the duties of management of religious affairs in accordance with the law, deals with major incidents in religious affairs, guards against illegal and unlawful activities using religion, and defends against infiltration activities using religion from outside the country; guides the religious affairs departments of the people's governments of the counties, special zones and districts in the performance of their management functions in accordance with the law; and undertakes the supervision of the administration and law enforcement of religious affairs.
(k) guide religious groups to carry out their activities in accordance with the rules and regulations, support religious groups to strengthen their self-construction, and promote religious groups to carry out self-education on patriotism, love of socialism, support for the unification of the motherland and national unity in the religious community; be responsible for handling the related affairs and administrative licensing and supervision of the religious groups that need to be solved or coordinated by the government.
(XII) organises and coordinates exchanges and co-operation in the field of ethnic work with foreign countries and with Hong Kong, Macao and Taiwan; it is responsible for the management of foreign affairs in the field of religion, and organises and guides the activities of the relevant departments and religious communities in their religious exchanges with foreign countries, as well as with Hong Kong, Macao and Taiwan.
(xiii) organise the formulation of the city's religious activities related to the safety of the rules and regulations; supervise the implementation of religious activities of the relevant safety laws and regulations, the establishment of a safety management system and emergency plans, the implementation of safety precautions.
(XIV) combined with departmental responsibilities, is responsible for the department, the field of production safety and fire safety; according to the provisions of the development and application of big data and government data resource management related work, in accordance with the law to promote the department of government data resources standardised management, sharing and opening.
(xv) Undertake other matters assigned by the Municipal People's Government and the Provincial Ethnic and Religious Affairs Commission.
