According to the ‘General Office of the CPC Guizhou Provincial Committee General Office of the Guizhou Provincial People's Government on the issuance of’ Liupanshui Municipal People's Government Functional Transformation and Institutional Reform Programme ‘Notice’ (Qianqi Hall Word [2014] No. 38) and’ CPC Liupanshui Municipal Committee Liupanshui Municipal People's Government on the implementation of the municipal people's government functional transformation and institutional reform ’(Liupanshui Party Fa [2014] No. 25) the spirit of the establishment of Liupanshui Municipality Bureau of Statistics as a working department of the Municipal People's Government, according to the ‘Notice of the Office of the CPC Liupanshui Municipal Committee of the CPC Liupanshui Municipal People's Government on the Adjustment of the Duties and Institutions and Establishment of the Bureau of Statistics of Liupanshui City’ (Liupanshui Dangban Zi 〔2019〕 No. 57) and the ‘Reply Letter on the Addition of the Section of Energy and Environmental Statistics of Liupanshui Municipal Bureau of Statistics and Other Matters Related to the Establishment of the Bureau of Statistics of Liupanshui City’ (Liupanshui Editorial Letter 〔2022〕 No. 8), the spirit of the the relevant duties, institutions and establishment of the Liupanshui Bureau of Statistics.
I. Functional transformation
Cancellation, devolution, merger, transformation of other matters announced by the provincial and municipal people's governments cancellation, devolution, merger, transformation.
Second, the main responsibilities
(A) implementation of the guidelines and policies of statistical work and laws and regulations, organisational leadership, coordination and guidance of the city's statistical work, to ensure that the statistical data is true, accurate and timely.
(b) Organise and carry out the city's national economic accounting work, account for the city's gross domestic product, provide national economic accounting information, and supervise and manage the work of counties, special zones and districts in national economic accounting.
(C) In conjunction with the relevant departments, to draw up the city's major city conditions and strengths of the survey programme, organise the implementation of population, economic, agricultural and other census work, summary, collation and provision of census data.
(d) Collecting, summarising, collating and providing city-wide statistical survey data, and regularly releasing statistical information on the city's national economic and social development.
(e) To organise statistical analyses, statistical forecasts and statistical supervision of the city's economic operation, social development, scientific and technological progress, resources and environment, and social opinion, and to provide statistical information and advice to the municipal party committee, the municipal people's government and relevant departments.
(vi) Approving or filing departmental statistical survey projects and survey projects of counties, special zones and districts in accordance with the law, guiding departmental statistical groundwork and grass-roots statistical business infrastructure; establishing and improving the system of auditing, monitoring and evaluating the quality of statistical data, and carrying out auditing, monitoring and evaluating important statistical data; supervising and overseeing the supervision and management of foreign-related survey activities in accordance with the law.
(vii) Guiding the construction of the city's statistical professional and technical team, organising and managing the city's statistical qualification recognition.
(viii) Establishing and managing the statistical information automation system and statistical database system, and guiding the construction of statistical informatisation systems in counties, special zones and districts.
(ix) Responsible for incorporating indicators related to production safety into the national economic and social development statistical indicator system; responsible for the statistical work of indicators related to the production safety indicator system.
(j) Responsible for the calculation of comprehensive assessment; responsible for gross regional product, growth rate of gross regional product, GDP per capita, fixed-asset investment, growth rate of fixed-asset investment, proportion of industrial investment in fixed-asset investment, proportion of non-food agricultural value added in value added of the primary industry, industrial value added, growth rate of industrial value added, total retail sales of consumer goods, and growth rate of total retail sales of consumer goods, Satisfaction of the masses with economic development, for the calculation of per capita indicators of the average annual resident population and other indicators of data collection, review and reporting.
(k) Undertake other matters assigned by the Municipal People's Government and the Provincial Bureau of Statistics.
Third, the internal organisation
According to the above responsibilities, the Municipal Bureau of Statistics set up eight internal agencies, two centres.
(A) Office.
Responsible for the organ of communication, meeting affairs, confidentiality, archives, information, letters and visits, security, supervision, finance, comprehensive social management, logistics, motion recommendations and proposals, management of public property, e-government platform construction, staffing, personnel, education and training, target management, etc.; the development and implementation of the statistical system, talent team building plan.
(II) Comprehensive Statistics and Accounting Section.
