Liupanshui City Big Data Development Administration Functional Information
Liupanshui City Big Data Development Administration is a working department of the municipal people's government. It is responsible for implementing the guidelines, policies and decision-making arrangements of the Party Central Committee on data work as well as the relevant work arrangements of the provincial and municipal committees, and implementing the process of adhering to and strengthening the Party's overall leadership of data work into the fulfilment of its duties. Main duties:
(i) Implement relevant laws, regulations and rules, take the lead in formulating local standards and norms related to big data and organise their implementation.
(ii) Responsible for coordinating the promotion and implementation of the Digital China Construction Plan, and coordinating the implementation of the national big data strategy. Coordinate the promotion of informatisation of public services and social governance, and coordinate the promotion of smart city construction. To study and formulate the city's big data, digital economy, digital society development planning and policy measures and organise their implementation.
(iii) Coordinate the promotion of the construction of the city's data infrastructure system, such as property rights, circulation, distribution and governance of data elements. It shall study and put forward policy proposals for fostering the data factor market, guide the construction of the data factor market, coordinate the promotion of data circulation and trading, and guide the construction and development of data trading venues.
(iv) Organising the formulation of the city's digital infrastructure layout planning and coordinating the promotion of the construction of digital infrastructure layout.
(v) Coordinate the integration, sharing, development and utilisation of data resources. Coordinate and promote the classification and hierarchical management of data resources, organise and promote the collection and aggregation, sharing and opening, development and utilisation of public data resources, and promote the interconnection and interoperability of information resources across industries and sectors.
(vi) Promote the planning and construction of digital government and the construction of common infrastructure, make good use of the province's unified government cloud platform, promote the integration of government information systems, and promote the integration and application of big data and government services.
(VII) Coordinate and promote the development of the city's digital economy, and promote digital industrialisation and industrial digitisation. Responsible for the city's big data-related industrial development and industry management, undertake software and information technology services industry management. Promote the digital transformation of cross-field industries, and promote the deep integration of the digital economy and the real economy. Coordinate major issues in the development of big data industry and propose countermeasures.
(viii) Coordinate the promotion of scientific and technological innovation in the field of big data, increase scientific and technological investment, promote the industrialisation of scientific research results, promote the combination of big data, industry, academia, research and application, and provide protection for the promotion of innovation-driven development.
(IX) is responsible for proposing the scale and direction of investment in the field of big data, the central and provincial support for the construction of capital arrangement proposals, put forward proposals for the approval, filing and approval of big data investment projects, the formulation of municipal special funds for the development of big data, the municipal government information system construction of special funds for the annual use of the plan to be approved and implemented in accordance with the procedures.

(xi) Responsible for the construction of big data talent team, formulate and organise the implementation of the relevant talent development plan, organise and coordinate the work related to the construction of big data talent in the city.
(xii) Combined with the responsibilities of the department, perform the corresponding data security duties, responsible for the formulation of relevant data security policies and organise their implementation.
(xiii) Responsible for production safety in this department and this industry sector.
(XIV) Complete other tasks assigned by the municipal party committee, the municipal government and the provincial big data development authority and other relevant departments.
