Bijie Municipal Bureau of Ecology and Environment

(1) Fully implement the basic systems for ecological and environmental protection. Work with relevant departments to formulate and implement city-wide ecological and environmental policies and plans, and draft local ecological and environmental laws and regulations. Work with relevant departments to compile and supervise the implementation of ecological and environmental plans and water functional zone divisions for key regions, river basins, and drinking water sources; implement ecological and environmental standards and technical specifications.

(2) Be responsible for the overall coordination and supervision of general ecological and environmental issues. Cooperate with provincial ecological and environmental departments in investigating and handling major and particularly serious environmental pollution accidents and ecological destruction incidents; coordinate emergency response and early warning work for significant and above-level sudden ecological and environmental incidents; take the lead in guiding the implementation of the ecological and environmental damage compensation system; coordinate the resolution of cross-regional environmental pollution disputes; and coordinate ecological and environmental protection work in key regions and waterways across the city.

(3) Be responsible for supervising and managing the implementation of emission reduction targets across the city. Organise the formulation and implementation of measures to enforce total pollutant emission control and the pollutant discharge permit system, determine the pollution capacity of the atmosphere and water, propose the names and control indicators of pollutants subject to total emission control, supervise and inspect the completion of pollutant emission reduction tasks by counties (districts), and implement the ecological and environmental protection target responsibility system.

(4) Be responsible for proposing opinions on the scale and direction of fixed-asset investment in the ecological and environmental field and the allocation of fiscal funds, and cooperate with relevant departments in the implementation and supervision of ecological and environmental projects. Participate in guiding and promoting the development of a circular economy and ecological environmental protection industries.

(5) Be responsible for the supervision and management of environmental pollution prevention and control. Formulate and supervise the implementation of measures to implement management systems for the prevention and control of air, water, soil, noise, light, odour, solid waste, chemicals, motor vehicles, and other pollutants. Work with relevant departments to supervise and manage the ecological environmental protection of drinking water sources, organise and guide comprehensive ecological environmental整治 work in urban and rural areas, and supervise and guide the governance of agricultural non-point source pollution. Supervise, manage, and guide regional atmospheric environmental protection work. Organise and implement regional atmospheric pollution prevention and control collaboration mechanisms.

(6) Guide, coordinate, and supervise ecological protection and restoration work. Organise the compilation of ecological protection plans, and supervise natural resource development and utilisation activities that impact the ecological environment, as well as important ecological environment construction and ecological damage restoration work. Organise the formulation of ecological environment supervision systems for various types of nature reserves and supervise enforcement. Supervise wildlife protection, wetland ecological environment protection, and desertification prevention and control. Guide, coordinate, and supervise rural ecological environment protection, supervise the environmental safety of biotechnology, lead work related to biological species (including genetic resources), coordinate biodiversity protection efforts, and participate in ecological protection compensation work.

(7) Be responsible for the supervision and management of nuclear and radiation safety. Formulate measures to implement relevant policies, plans, and standards, participate in nuclear accident emergency response, and be responsible for radiation environmental accident emergency response work; Supervise and manage the safety of nuclear facilities and radioactive sources, and oversee pollution prevention and control in nuclear facilities, nuclear technology applications, electromagnetic radiation, and the development and utilisation of naturally occurring radioactive mineral resources.

(8) Oversee environmental access management. On behalf of the municipal government, conduct environmental impact assessments for major economic and technological policies, development plans, and major economic development projects. Undertake environmental impact assessment-related work for major development regions, plans, and projects in accordance with regulations. Draft and implement an environmental access list.

(9) Responsible for ecological and environmental monitoring work. Formulate and implement measures to enforce ecological and environmental monitoring systems, standards, and norms, and supervise their implementation. Coordinate with relevant departments to uniformly plan the setup of ecological and environmental quality monitoring stations. Conduct ecological and environmental quality monitoring as required, organise investigations, evaluations, early warnings, and predictions of ecological and environmental quality conditions, and organise the construction and management of ecological and environmental monitoring networks and ecological and environmental information networks. Promote the development of ecological and environmental big data. Implement an ecological and environmental quality announcement system and uniformly release comprehensive ecological and environmental reports and major ecological and environmental information for the entire city.

(10) Responsible for climate change response work. Organise the formulation and implementation of measures to implement climate change response and greenhouse gas emission reduction plans and policies, and coordinate climate change response-related work.

(11) Coordinate and cooperate with environmental protection inspections. Establish and improve mechanisms for receiving environmental protection inspections, coordinate and cooperate with central and provincial environmental protection inspections, and guide and supervise the rectification of environmental protection issues.

(12) Responsible for comprehensive ecological and environmental protection law enforcement work. Unify the management and command of the city's comprehensive ecological and environmental protection law enforcement forces, organise and carry out comprehensive ecological and environmental protection law enforcement activities across the city, and investigate and handle ecological and environmental violations. Carry out standardised construction of comprehensive ecological and environmental protection law enforcement across the city.

(13) Organise and coordinate ecological and environmental protection publicity and education work. Formulate and implement an ecological and environmental protection publicity and education outline, and promote the participation of social organisations and the public in ecological and environmental protection. Carry out ecological and environmental science and technology work, organise ecological and environmental scientific research and technological engineering demonstrations, and promote the construction of an ecological and environmental technology management system.

(14) Conduct ecological and environmental protection cooperation and exchanges, participate in coordinating international ecological and environmental protection cooperation and exchanges, propose suggestions on issues related to international environmental cooperation, participate in coordinating the implementation of international ecological and environmental protection treaties within the city, and participate in coordinating the handling of foreign-related ecological and environmental affairs.

(15) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for the promotion of innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; carry out relevant work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.

(16) Complete other tasks assigned by the Provincial Department of Ecology and Environment and the Municipal Party Committee and Municipal Government.

(17) Adjustments to responsibilities.

1. The responsibilities of the former Municipal Environmental Protection Bureau, as well as the responsibilities of the Municipal Development and Reform Commission for climate change response and emissions reduction, the responsibilities of the former Municipal Land and Resources Bureau for supervising and preventing groundwater pollution, the responsibilities of the Municipal Water Affairs Bureau for compiling water functional zone plans, managing wastewater discharge outlets, and protecting river basin water environments, and the responsibilities of the former Municipal Agricultural Commission for supervising and guiding agricultural non-point source pollution control, shall be transferred to the Municipal Ecology and Environment Bureau. County (district) authorities shall correspondingly integrate relevant responsibilities.

(18) Functional transformation. The Municipal Ecology and Environment Bureau shall exercise unified supervision and management over ecological and environmental protection across the city, uniformly exercise regulatory and administrative enforcement responsibilities for ecological and urban-rural pollution emissions, earnestly fulfil regulatory responsibilities, fully implement action plans for air, water, and soil pollution prevention and control, and completely prohibit the import of foreign waste. A governance system for ecological and environmental protection shall be established, with the government taking the lead, enterprises as the main body, and the participation of social organisations and the public. The strictest ecological and environmental protection system shall be implemented, the ecological protection red line and environmental quality bottom line shall be strictly adhered to, the battle against pollution prevention and control shall be resolutely fought, ecological security shall be ensured, and a sound ecological and environmental foundation shall be provided to support the construction of a demonstration zone for the implementation of the new development philosophy.
