Main Responsibilities of the Tongren Municipal Finance Bureau
(1) Formulate and implement the city's fiscal and tax planning, policies, and reform schemes; analyse and predict economic trends, participate in the formulation of various economic policies, propose suggestions for using fiscal and tax policies to achieve a comprehensive balance of social financial resources, formulate relevant distribution policies, and improve fiscal and tax policies to encourage the development of public welfare undertakings.
(2) Assume responsibility for managing all fiscal revenues and expenditures across the city; strengthen and improve budget management, establish a comprehensive, standardised, open, and transparent budget system; manage municipal fiscal revenues and expenditures, compile the annual municipal fiscal budget draft, and organise its implementation; On behalf of the municipal government, report to the Municipal People's Congress on the city-wide and municipal fiscal budget and its implementation, and report to the Standing Committee of the Municipal People's Congress on the management of state-owned assets; draft expenditure standards and quotas, and review and approve the annual budgets and final accounts of departments (units).
(3) Be responsible for the management of government non-tax revenues, including administrative and public service charges, government funds, and other non-tax revenues; review and compile the non-tax revenue budget, refine departmental budgets, and enhance transparency; Manage fiscal tickets, undertake lottery market management-related work, and manage lottery funds in accordance with regulations.
(4) Draft treasury management systems and treasury centralized payment systems, guide and supervise treasury operations, and conduct treasury cash management in accordance with regulations; draft government procurement systems and supervise their implementation.
(5) Within the scope of management authority, draft tax adjustment schemes and organise their implementation; draft fiscal and tax plans and propose tax exemption and reduction adjustment recommendations.
(6) Draft regulations and systems for the management of state-owned assets of administrative units, public institutions, and enterprises; manage state-owned assets of administrative units, public institutions, and enterprises; draft expenditure standards and policies that require uniform city-wide regulations and supervise their implementation; be responsible for non-trade foreign exchange management and other revenue and expenditure management within the fiscal budget for administrative agencies, public institutions, and social organisations within the fiscal budget.
(7) Handle and supervise the municipal government's expenditures on economic development, fiscal allocations for central, provincial, and municipal government-invested projects; participate in the formulation of relevant policies for municipal construction investments, and formulate financial systems for basic construction; be responsible for the fiscal management of policy-based subsidies and special reserve funds.
(8) Collaborate with relevant departments to manage the municipal government's expenditures on social security, employment, and healthcare; Collaborate with relevant departments to formulate financial management systems for social security funds (funds) and compile draft social security budgets and final accounts.
(9) Implement national government debt management systems and policies, as well as central government-issued national bonds on behalf of local governments; formulate local policies and systems; manage government debt and prevent fiscal risks; manage loans (grants) from international financial organisations and foreign governments to our city in accordance with regulations.
(10) Oversee the financial supervision of local financial enterprises; manage state-owned assets of local financial enterprises.
(11) Implement the national unified accounting system; oversee accounting work; supervise and standardise accounting practices; guide and supervise the operations of certified public accountants and accounting firms; guide and manage social audits.
(12) Inspect and supervise the implementation of fiscal and tax laws and policies; propose policy recommendations to strengthen fiscal management; oversee performance evaluations of fiscal expenditures.
(13) Strengthen the role of fiscal and tax policies in regulating income distribution, improve distribution policies, reduce income distribution gaps between regions and industries, and promote social fairness.
(14) Develop education and training plans for the fiscal system, organise training for financial and accounting personnel on fiscal and accounting business knowledge; conduct research on major issues in fiscal business.
(15) Be responsible for the informatisation and computer network construction of the city's fiscal system, providing technical support for fiscal management; be responsible for fiscal information and fiscal publicity work.
(16) In conjunction with departmental responsibilities, carry out work related to military-civilian integration, poverty alleviation, and big data; assume responsibilities for workplace safety and fire safety within this department and industry sector.
(17) Undertake other tasks assigned by the municipal government and the provincial finance department.
