Tongren Municipal Science and Technology Bureau

The Tongren Municipal Science and Technology Bureau (hereinafter referred to as the Municipal Science and Technology Bureau) is a constituent department of the municipal people's government at the county level and no longer bears the name of the Municipal Intellectual Property Bureau. Its primary responsibilities are:

(1) Implementing science and technology policies, laws, and regulations. Formulating policies and measures to drive innovation-driven development, as well as plans and policies for science and technology development and the introduction of foreign expertise, and organising their implementation.

(2) Coordinating the construction of an innovation system and science and technology system reform, and working with relevant departments to improve the incentive mechanism for technological innovation. Optimising the construction of the scientific research system, guiding the reform and development of scientific research institutions, and promoting the construction of enterprise scientific and technological innovation capabilities.

(3) Taking the lead in establishing a unified science and technology management platform and a coordination, evaluation, and supervision mechanism for scientific research project funds. Working with relevant departments to propose policy measures and suggestions for the optimal allocation of science and technology resources, promoting the construction of a diversified science and technology investment system, coordinating the management of municipal science and technology plans (special projects, funds, etc.), and supervising their implementation.

(4) Be responsible for coordinating the planning and policies for basic research and organising their implementation, and coordinate basic research and applied technology research. Draft plans for the construction of science and technology innovation bases and supervise their implementation, participate in the compilation of plans for the construction of science and technology infrastructure and supervise their implementation, and promote the construction of scientific research conditions and the open sharing of science and technology resources.

(5) Organise the drafting of plans, policies, and measures for the development and industrialisation of high-tech industries, and the promotion of science and technology for agricultural, rural, and social development. Conduct analyses of technological development needs in key areas, propose key tasks, and supervise their implementation.

(6) Take the lead in the construction of a technology transfer system, formulate relevant policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of industry-university-research cooperation, and supervise their implementation. Promote the development of science and technology services, technology markets, and science and technology intermediary organisations.

(7) Coordinate the construction of a regional science and technology innovation system, guide regional innovation development, the rational layout of science and technology resources, and the construction of collaborative innovation capabilities, and promote the construction of science and technology parks.

(8) Be responsible for the construction of a science and technology supervision and evaluation system and related science and technology assessment management, organise and carry out reforms of the science and technology evaluation mechanism, and carry out scientific research integrity construction. Organise and implement innovation surveys and science and technology reporting systems, and guide science and technology confidentiality work throughout the city.

(9) Formulate plans, policies, and measures for science and technology exchanges with foreign countries and the opening up of innovation capabilities for cooperation, and organise and carry out science and technology cooperation and science and technology talent exchanges. Guide relevant departments and localities in foreign science and technology cooperation and science and technology talent exchanges.

(10) Responsible for the introduction of foreign intelligence. Drafts plans and programmes for the introduction of key foreign experts and organises their implementation. Establishes mechanisms for attracting and gathering high-level foreign scientists and teams, as well as mechanisms for contacting and serving key foreign experts. Drafts plans, policies, and annual programmes for overseas training and supervises their implementation. Handles matters related to foreigners working in China in accordance with regulations.

(11) Collaborate with relevant departments to formulate plans and policies for the development of scientific and technological talent teams, establish and improve evaluation and incentive mechanisms for scientific and technological talent, implement scientific and technological talent programmes, and promote the development of high-level scientific and technological innovation talent teams. Formulate plans and policies for science popularisation and science communication.

(12) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation. Be responsible for work safety and fire safety within this department and industry sector.

(13) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Science and Technology Department.
