The primary responsibilities of the Civil Affairs Bureau of Tongren City are as follows:
(1) To formulate and implement the city-wide development plans, annual plans, policies, and standards for civil affairs.
(2) To formulate and implement the registration and supervision management measures for social organisations such as social groups and social service institutions, and to legally register and supervise social organisations.
(3) Formulating policies and standards for social assistance across the city, coordinating the construction of an integrated urban-rural social assistance system, and overseeing work related to minimum living allowances for urban and rural residents, assistance and support for individuals in extreme poverty, temporary assistance, and assistance for homeless individuals. Coordinating the identification, monitoring, and routine assistance and support for low-income populations.
(4) Formulate policies and standards for the management of administrative divisions, administrative boundaries, and place names across the city. Organise research on proposals for adjustments to administrative divisions across the city. In accordance with management authority, take the lead in reviewing the establishment, naming, alteration, and relocation of government seats of administrative divisions. Publish administrative division codes for counties and below across the city. In accordance with management authority, be responsible for the management of administrative boundaries across the city. Be responsible for the unified supervision and management of place names across the city and the review of the naming and renaming of important natural geographical entities across the city.
(5) Formulate and implement policies on marriage management across the city, oversee marriage registration management, and promote reforms in marriage customs.
(6) Formulate and implement policies and service standards for funeral management across the city, oversee funeral management, and promote reforms in funeral practices.
(7) Formulate policies and measures for the protection of the rights and interests of persons with disabilities throughout the city, and coordinate the construction of the welfare system for persons with disabilities and the development of the rehabilitation and assistive devices industry throughout the city.
(8) Undertake the specific work of the Municipal Committee on the Aging. Organise the formulation and coordination of the implementation of policies and measures to actively respond to population ageing. Guide and coordinate the protection of the rights and interests of the elderly throughout the city. Organise the formulation and implementation of policies for the social participation of the elderly throughout the city.
(9) Organise the formulation and coordination of the implementation of policies and measures to promote the development of the elderly care industry throughout the city. Coordinate, supervise, and manage the city's elderly care services, formulate and implement the city's elderly care service system construction plans, policies, and standards, and undertake elderly welfare and special assistance for elderly in difficulty.
(10) Formulate policies and standards for children's welfare, protection of abandoned children and children without parental care, child adoption, and child rescue and protection, and improve the care service system for left-behind children in rural areas and the protection system for children in difficult circumstances.
(11) Organise the formulation of policies to promote the development of the charitable sector across the city, conduct supervisory inspections of charitable activities in accordance with the law, guide social donation work, and be responsible for the management of welfare lottery operations across the city.
(12) In conjunction with departmental responsibilities, be responsible for safety production work within this department and industry sector.
(13) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Civil Affairs.
