Qiannan Prefecture Bureau of Industry and Information Technology Functional Information

Article 1  In accordance with the “Notice of the General Office of the CPC Guizhou Provincial Committee and the General Office of the People's Government of Guizhou Province on Issuing the Institutional Reform Plan for Qiannan Prefecture and Its Counties (Cities)” (Qianwei Hall Document [2019] No. 11) and the Implementation Opinions of the CPC Qiannan Prefectural Committee and the People's Government of Qiannan Prefecture on the Institutional Reform at the Prefectural Level in Qiannan Prefecture (Qiannan Party Document [2019] No. 2).


Article 2  The Industry and Information Technology Bureau of Qiannan Buyi and Miao Autonomous Prefecture (hereinafter referred to as the Prefectural Industry and Information Technology Bureau) is a constituent department of the Prefectural People's Government at the county level.


Article 3  The Prefectural Industry and Information Technology Bureau implements the guiding principles, policies, and decisions of the Central Committee, the Provincial Party Committee, and the Prefectural Party Committee regarding industrial and information technology work. In performing its duties, it upholds and strengthens the Party's centralized and unified leadership over industrial and information technology affairs. Its primary responsibilities are:


(1) Undertake the responsibility of advancing new industrialization; formulate development strategies and policy measures for new industrialization, study and coordinate solutions to major issues arising in the process of new industrialization, draft industrial development plans and organize their implementation, promote industrial restructuring and optimization and upgrading, and advance the integration of high-tech with the transformation of traditional industries.


(2) Promoting the integrated development of industrialization and informatization; coordinating major issues in construction; formulating and implementing plans, programs, and industrial policies for integrated industrialization and informatization; advancing the development, utilization, sharing, and interconnectivity of information resources in the industrial sector; guiding and coordinating the informatization development and application of industrial enterprises; and employing next-generation information technologies to transform and upgrade traditional industries.


(3) Formulating industrial sector plans; implementing relevant industrial policies; proposing policy recommendations for optimizing industrial layout and structure; Organize and conduct international exchanges and cooperation in industrial sectors and industrialization-IT integration.


(4) Monitor and analyze economic trends in the industrial sector, release relevant information, and conduct forecasting, early warning, and information guidance; formulate and implement industrial operation control targets, policies, and measures; coordinate solutions to major issues in economic operations and propose policy recommendations; establish and implement operational scheduling mechanisms for key industries, enterprises, and products, as well as emergency economic operation scheduling mechanisms.


(5) Formulate and implement policies and measures for industrial development and structural adjustment and upgrading in our prefecture; determine the scale and direction of fixed-asset investment in industry and industrial-IT integration (including foreign capital utilization and overseas investment); compile and implement annual investment plans for special funds in industrial technical transformation and technological innovation; review, report, and process enterprise technical transformation and technological innovation investment projects requiring national or provincial approval, authorization, or filing; Handle administrative licensing matters stipulated by laws and regulations; undertake the management of technological transformation and fund allocation across the prefecture; manage and allocate prefectural-level fiscal special funds for industry and information technology.


(6) Implement plans, policies, and standards for high-tech industries involving biomedicine, new materials, and electronic information manufacturing; organize the implementation of major national, provincial, and prefectural technological R&D projects and relevant national science and technology initiatives; organize the appraisal of new products and technologies in industrial informatization; Guide technological innovation and advancement within industries, promote the industrialization of scientific research achievements, foster emerging industries, and drive technological progress in traditional sectors; advance industry-academia-research collaboration, promote enterprise technological innovation systems, and guide the establishment of enterprise technology centers.


(7) Oversee industrial sector management; coordinate revitalization efforts for the equipment manufacturing industry and guide the digestion and innovation of imported major technical equipment; promote the development of industrial production-oriented services; manage the salt industry; coordinate tobacco industry and monopoly administration; Guide industry quality management and brand development; oversee industrial sector associations; conduct regulatory oversight of civil explosive production and storage safety in accordance with law; guide relevant industries in strengthening safety production management and advancing the implementation of safety production regulations and standards.


(8) Organize the formulation of industrial park development plans and policy measures; oversee industrial park planning and layout; monitor and analyze industrial park development trends; guide industrial park positioning and advancement; coordinate solutions to major issues in industrial park development and propose policy recommendations.


(IX) Implement policies and measures to promote integrated development among large, medium, and small enterprises; oversee guidance and comprehensive coordination for small and medium-sized enterprises (SMEs) and non-public sectors; jointly formulate policies and measures with relevant departments to foster SME and non-public sector development; coordinate solutions to major issues; manage fiscal funds allocated to support SME development in accordance with regulations.


(10) Formulate and implement annual energy conservation plans, resource utilization strategies, and clean production initiatives for industry and information technology; guide green industrial development; oversee resource utilization in relevant sectors; organize energy conservation management and enforcement inspections across the prefecture's industrial and IT sectors; coordinate the promotion of new energy-saving and resource-efficient products, technologies, equipment, and materials. Develop and implement annual plans for prefecture-level fiscal funds allocated to energy conservation projects.


(11) Guide relevant enterprises in regional cooperation and international operations; provide services and coordination for central and provincial enterprises stationed in the prefecture; guide enterprises in establishing modern corporate systems; assist and guide pre-IPO enterprises in relevant coordination work; organize and guide training for cadres and enterprise managers in the industrial and information technology sector.


(12) Oversee coal production and safety management across the prefecture; conduct routine inspections of coal enterprises, investigate and penalize illegal activities in coal mines according to law, and supervise the rectification of accident hazards; urge county (city) governments to close mines failing to meet safety standards; guide specialized safety campaigns in coal mines and participate in accident investigations; direct mergers, reorganizations, and standardization efforts among coal enterprises; Coordinate and guide talent training in the coal sector, organize vocational skills training and oversee the issuance and supervision of relevant certifications; receive operational guidance from the Provincial Energy Bureau on coal industry development, coal production safety, power supply-demand security, and operational oversight.


(13) In accordance with departmental responsibilities, advance initiatives related to military-civilian integration and rural revitalization; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee production safety and fire safety within the department and its industry sectors; Perform duties related to big data development and application, as well as government data resource management in accordance with regulations; promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(14) Complete other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Industry and Information Technology.


(15) Adjustment of Responsibilities.


1. Transfer the coal mine safety supervision and management responsibilities of the former Prefectural Work Safety Supervision and Administration Bureau to the Prefectural Department of Industry and Information Technology.


2. Reclaim administrative responsibilities undertaken by subordinate public institutions to the Prefectural Department of Industry and Information Technology.


(16) Functional Transformation. Deeply implement the “Industrial Strengthening Strategy,” advance supply-side structural reforms, leverage reform and innovation as drivers to develop and expand distinctive industries with comparative advantages, enhance industrial development quality, and strive to build a modern industrial system with Qiannan characteristics. Deepen reforms in streamlining administration, delegating powers, and improving services, implement relevant enterprise-friendly policies, address business challenges, strengthen and optimize enterprises, and foster a better development environment for the private economy.


(XVII) Division of Responsibilities


1. Division of responsibilities with the State Big Data Bureau. The State Bureau of Industry and Information Technology is responsible for the industry management of the electronic information manufacturing sector and for promoting the integrated development of industry and information technology. The State Big Data Development and Management Bureau is responsible for information technology and big data work other than promoting the integration of industry and information technology and the electronic information manufacturing sector. The State Bureau of Industry and Information Technology and the State Big Data Development and Management Bureau shall establish a coordination and cooperation mechanism to form a joint force in information industry work while ensuring the implementation of work arrangements according to their respective responsibilities.


2. Division of Responsibilities with the State Emergency Management Bureau.

The State Industry and Information Technology Bureau is responsible for industry supervision and management of coal and coal mine safety, routine inspections of coal mine safety, and investigation and handling of illegal coal mining activities. The State Emergency Management Bureau is responsible for comprehensive supervision of production safety and organizing rescue operations following coal mine accidents.
