Qiannan Prefecture Bureau of Agriculture and Rural Affairs Functional Information

The Qiannan Prefecture Bureau of Agriculture and Rural Affairs implements the guiding principles, policies, and decisions of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding agriculture, rural areas, and farmers. In fulfilling its duties, it upholds and strengthens the Party's unified and centralized leadership over these matters. Its primary responsibilities are:


(1) Coordinating research and implementation of development strategies, medium-to-long-term plans, and policy measures for agriculture, rural areas, and farmers; overseeing the implementation of the rural revitalization strategy. Implementing relevant Party and state policies, laws, regulations, and rules concerning agriculture and rural economic affairs; guiding and organizing comprehensive agricultural law enforcement; participating in the formulation of policies related to agriculture, including fiscal and taxation, pricing, procurement and storage, financial insurance, and import/export.


(2) Coordinating the advancement of rural social undertakings, public services, culture, infrastructure, and governance. Leading efforts to improve the rural living environment. Guiding the development of rural spiritual civilization and the promotion of outstanding agricultural culture.


(3) Formulate policies to deepen rural economic system reform and consolidate and improve the basic rural management system. Oversee reforms and management of farmers' contracted land and rural homestead land; lead rural collective property rights system reform, guide the development of rural collective economic organizations and collective asset management; direct the establishment and development of farmers' cooperative economic organizations, agricultural socialized service systems, and new agricultural business entities.


(4) Guide the development of distinctive rural industries, agricultural product processing, and agritourism. Propose measures to promote bulk agricultural commodity circulation, cultivate and protect agricultural brands; monitor and analyze the operation of the agricultural and rural economy; undertake agricultural statistics and agricultural and rural informatization-related work.


(5) Oversee the supervision and management of all agricultural sectors including crop cultivation, animal husbandry, fisheries, state-owned farms, and agricultural mechanization. Guide the production of grain and other agricultural products; adjust and optimize the agricultural industrial structure; organize the construction of modern agricultural industrial, production, and management systems; guide standardized agricultural production; oversee fisheries administration and fishing port supervision.


(6) Oversee the quality and safety of agricultural products. Organize quality and safety monitoring, traceability, and risk assessment for agricultural products; release relevant quality and safety information; enforce national standards for agricultural product quality and safety. Guide the development of agricultural inspection and testing systems.


(7) Organize agricultural resource zoning. Guide the protection and management of agricultural land, fishery waters, and agricultural biological species resources; oversee the protection of aquatic wildlife, cultivated land, and permanent basic farmland quality; guide the management of agricultural product origin environments and clean agricultural production; guide the development of facility agriculture, ecological and circular agriculture, water-saving agriculture, comprehensive utilization of rural renewable energy, and agricultural biomass industries; lead the management of alien species. Organize the construction of modern agricultural parks.


(8) Oversee the supervision and management of agricultural production materials and inputs. Organize the development of agricultural production material market systems, formulate local standards for such materials, and oversee their implementation. Organize veterinary administration, veterinary drug administration, and drug inspection; manage licensed veterinary practitioners and the livestock slaughter industry.


(IX) Oversee agricultural disaster prevention and mitigation, as well as the control of major crop pests and diseases. Guide the development of animal and plant epidemic prevention and quarantine systems; organize and supervise animal and plant epidemic prevention and quarantine work within the prefecture; organize epidemic eradication efforts.


(10) Oversee agricultural investment management and propose reforms to agricultural investment and financing mechanisms. Develop prefectural-level investment plans for agricultural projects, determine investment scale and direction, propose fiscal support for rural development projects, approve agricultural investment projects within authorized limits, and manage fund allocation and supervision for such projects.


(11) Advance agricultural science and technology system reform and innovation framework development. Collaborate with relevant departments to organize agricultural technological innovation and agricultural technology system development across the prefecture; organize research on agricultural technologies and applied technologies, technology transfer, and technology promotion; oversee biosafety supervision of genetically modified organisms in agriculture and protect new plant varieties.


(12) Guide talent development in agriculture and rural areas. Draft and implement plans for building agricultural and rural talent teams; guide agricultural education and vocational skills development; oversee the cultivation of new professional farmers, training of agricultural science and technology personnel, and practical talent development in rural areas.


(13) Lead agricultural exchange and cooperation initiatives. Organize agricultural trade promotion and relevant international exchange and cooperation activities.


(14) In accordance with departmental responsibilities, advance military-civilian integration, poverty alleviation, and related work; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee production safety and fire safety within the department and its industry sectors; manage big data development, application, and government data resources as required; promote standardized management, sharing, and open access to departmental government data resources in accordance with the law.


(15) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, Provincial Party Committee Agricultural Office, and Provincial Department of Agriculture and Rural Affairs.


(16) Adjustment of Responsibilities.


1. Transfer the responsibilities of the former Prefectural Agricultural Commission, along with the agricultural investment project management duties of the former Prefectural Development and Reform Commission, the agricultural comprehensive development project management duties of the Prefectural Finance Bureau, the farmland improvement project management duties of the former Prefectural Bureau of Land and Resources, and the farmland water conservancy construction project management duties of the Prefectural Water Affairs Bureau to the Prefectural Department of Agriculture and Rural Affairs.


2. Transfer the grassland resource survey and rights registration management responsibilities of the former Prefectural Agriculture Commission to the Prefectural Natural Resources Bureau; transfer the supervision and guidance of agricultural non-point source pollution control responsibilities to the Prefectural Ecology and Environment Bureau; transfer the fishing vessel inspection and supervision responsibilities to the Prefectural Transportation Bureau; transfer the grassland fire emergency response and disaster relief responsibilities to the Prefectural Emergency Management Bureau; and transfer the grassland supervision and management responsibilities to the Prefectural Forestry Bureau.


3. The administrative functions undertaken by public institutions affiliated with the Prefectural Agriculture and Rural Affairs Bureau shall be reintegrated into the Bureau.


(XVII) Transformation of Functions.


1. Coordinate the implementation of the rural revitalization strategy and deepen agricultural supply-side structural reforms to enhance agricultural development quality, advance the construction of beautiful villages, promote comprehensive agricultural upgrading, rural progress, and farmer development, and accelerate the modernization of agriculture and rural areas.


2. Strengthen supervision and management of agricultural product quality and safety, as well as related agricultural production materials and inputs. Adhere to the most stringent standards, strictest oversight, most severe penalties, and most serious accountability. Implement rigorous prevention, strict management, and stringent control of quality and safety risks to ensure public confidence and peace of mind regarding food safety.


3. Deepen administrative streamlining and delegation of powers. Strengthen the coordination and integration of overlapping or similar agricultural investment projects within the industry, minimize the scope of project approvals, further delegate approval authority, enhance mid- and post-project supervision, and effectively improve the effectiveness of policies supporting, benefiting, and strengthening agriculture, as well as the efficiency of fund utilization.


(XVIII) Division of Responsibilities.


1. Division of responsibilities with the State Market Regulation Bureau. (1) The State Agriculture and Rural Affairs Bureau is responsible for the quality and safety supervision of edible agricultural products from the cultivation and breeding stages until they enter wholesale, retail markets, or production and processing enterprises. Once edible agricultural products enter wholesale, retail markets, or production and processing enterprises, supervision falls under the State Market Regulation Bureau. (2) The State Agriculture and Rural Affairs Bureau is responsible for the supervision of quality and safety in animal and plant disease prevention and control, livestock and poultry slaughtering, and raw milk collection. (3) Both departments shall establish mechanisms for origin release, market access, and traceability of food safety, strengthen coordination and collaboration, and form a synergistic regulatory force.


2. Division of responsibilities with the Prefectural Development and Reform Bureau. The Prefectural Agriculture and Rural Affairs Bureau is responsible for quality and safety supervision in the grain production phase. The Prefectural Development and Reform Bureau is responsible for supervising grain safety and raw grain hygiene in the grain (including edible oil) acquisition, storage, transportation phases, and in policy-driven grain procurement and sales.


3. Division of responsibilities with the State Bureau of Ecology and Environment. The State Bureau of Agriculture and Rural Affairs is responsible for providing technical guidance on agricultural non-point source pollution control, including fertilizer reduction, pesticide reduction, aquaculture pollution, livestock and poultry farming pollution, rural environmental improvement, agricultural structural adjustment, agricultural machinery emission reduction, straw utilization, and biogas construction. The State Bureau of Ecology and Environment is responsible for supervising and guiding agricultural non-point source pollution control efforts.
