Qiannan Prefecture State-owned Assets Supervision and Administration Bureau Functional Information

1. According to the authorization of the state people's government, in accordance with the "Company Law of the People's Republic of China", the "Enterprise State-owned Assets Law of the People's Republic of China", the "Interim Regulations on the Supervision and Administration of State-owned Assets of Enterprises", and other laws and administrative regulations, perform the duties of state-owned assets investors; Responsible for the supervision and management of state-owned assets of the enterprises under supervision, and in accordance with the relevant provisions, represent the state people's government to send the supervisory committee to the enterprises under supervision, and be responsible for the daily management of the supervisory committee.

2. Implement national laws, regulations, and policies, and formulate and implement the system and measures for the supervision and administration of state-owned assets in administrative organs and public institutions, and enterprises in the whole state; be responsible for the comprehensive management work of state-owned assets in provincial-level administrative organs and public institutions, and state-owned enterprises under the jurisdiction of the state; be responsible for the basic management of state-owned assets in enterprises, draft local laws, regulations, and normative documents on the supervision and administration of state-owned assets, and supervise and inspect the implementation of relevant laws, regulations, policies, and standards of the state, the province, and the state government in the enterprises under supervision. Guide and supervise the state-owned assets management work of the counties (cities).

3. According to the authorization of the state government, in accordance with the regulations such as the "Administrative Units State-owned Assets Management Measures" and the "Temporary Measures for the State-owned Assets Management of Public Institutions", the state-owned assets of the state government and the state-level departments and public institutions under its jurisdiction are managed and operated as a whole, and the operating state-owned assets and intangible assets of the state-level administrative and public institutions are managed uniformly, so as to promote the strengthening and expansion of state-owned assets, and ensure the preservation and appreciation of state-owned assets and their benefits.

4. Responsible for organizing the state-owned capital income of the enterprises under supervision, participating in the formulation of relevant management systems and methods for the state-owned capital operation budget, and responsible for the preparation and implementation of the state-owned capital operation budget and other work in accordance with the relevant provisions; responsible for the preservation and appreciation of state-owned assets of the enterprises under supervision, and supervising the preservation and appreciation of state-owned assets of the enterprises under supervision through statistics and auditing; manage the equity and rights formed by the government authorized supervision enterprises in foreign investment, and urge the supervision enterprises to strengthen the management of creditor's rights and debts.

5. Manage the asset appraisal work in accordance with regulations and authorization, and dispose of state-owned assets of administrative and public institutions in accordance with the law; be responsible for the adjustment and disposal of long-term idle, inefficiently operated, and over-standard configured assets of state-level administrative and public institutions, to promote the rational flow and optimize the allocation of state-owned assets, and establish and improve the mechanism of integration, sharing, and co-use of state-owned assets.

6、Guide and promote the reform and restructuring of the enterprises under supervision, promote the construction of modern enterprise system of the enterprises under supervision, improve the corporate governance structure, promote the rational layout and strategic adjustment of the state-owned economy in the whole state, and promote the growth and strengthening of state-owned and state-held enterprises.

7、Adhere to the principle of the party managing cadres, establish a selection and employment mechanism that is compatible with the socialist market economic system and the modern enterprise system, and improve the incentive and restraint system for operators. In accordance with the authorization, assess, appoint and remove the person in charge of the enterprises under supervision according to the procedures, and reward or punish them according to their business performance.

8、Cooperate in the development and utilization of state-owned land, mineral resources, forestry, water conservancy and other resource-based assets, state capital, explore effective financing channels, strengthen and solidify the state-level government financing platform, and achieve the preservation and appreciation of state-owned assets and the maximization of benefits.

9、Be responsible for contacting, guiding and supervising the enterprises under supervision to maintain stability, letters and visits, and the work of retirees.

10、 handle other matters assigned by the state party committee, the state government, and the superior business department.
