Liupanshui City is located in the western part of Guizhou Wumeng Mountain area, is the country's ‘three lines’ construction period of development of an energy and raw materials industrial city, on 18 December 1978 by the State Council approved the establishment of the city. The city has a land area of 9,914 square kilometres, Liupanshui City has a total of four county-level administrative districts (Zhongshan District, Liuzhi Special Zone, Shucheng District, Panzhou City), 92 townships and streets (27 streets, 39 towns, 1 township, 25 ethnic townships), the city's total household population of 3,636,300 people.
Liupanshui is rich in mineral resources. The city initially found coal, iron, lead, zinc, manganese, gold, lithium, copper, fluorite, limestone, dolomite, marble, calcite, barite and other 30 kinds of minerals. Among them, coal, iron, lead, zinc, manganese, gold, lithium, copper, fluorite, limestone and other 28 kinds of minerals identified resources have reserves. The coalbed methane resource of 1.39 trillion cubic metres at a burial depth of 2,000 metres, accounting for 45% of the province's coalbed methane resources, is the twelfth among the 63 important coalbed methane target areas in the country, and it is an important part of Guizhou Bishuixing Coalbed Methane Industrial Base. Liupanshui, as one of the 31 growing resource cities identified by the State Council, has formed a modern industrial system with coal, electric power, metallurgy, building materials and new coal chemical industry as the pillars, and has four large-scale state-owned enterprises, namely Shougang Shougang Group, Panjiang Fine Coal Company, Shui Mineral Holding Group and Liuzhi Industrial and Mining Group, which were developed during the construction period of the ‘Three Lines’. Liupanshui has unique climate resources. The three-dimensional climate is obvious. There is no severe cold in winter and no heat in summer, and the average annual temperature in the city centre is 12.9℃, the average temperature in summer is 19.6℃, and the average temperature in winter is 4.8℃. The climate is cool, comfortable, moist and fresh, with moderate ultraviolet radiation, and it has been awarded the title of ‘Cool City of China’ by the Chinese Meteorological Society, and is the only city named after its climatic characteristics in China.
Liupanshui is rich in tourism resources. Waterfalls, caves, forests, canyons, lakes, hot springs, abound; mountains, water, valley beauty, stone show, everywhere into the scenery, is a veritable mountain park city. Liupanshui has diverse biological resources. The city's forest coverage is 62%, with 2,370 species of 187 families, 785 genera and 2,370 species of seed plants, 7 species of national-level protected wild plants, 61 species of national-level protected wild plants, and it is known as the hometown of the world's ancient ginkgo, the hometown of China's sequoia, the hometown of China's wild kiwi, and the hometown of China's wild prickly pear. There are 7 national natural parks, including Yushe National Forest Park, Guizhou Huangguoshu Waterfall Source National Forest Park, Guizhou Shucheng National Azalea Park, Liupanshui Sheep River National Wetland Park, Liupanshui Niangniang Mountain National Wetland Park, Liupanshui Minghu National Wetland Park, and Liupanshui Wumeng Mountain National Geological Park.
Liupanshui has a colorful ethnic culture, with 48 ethnic groups nurturing a variety of ethnic folk cultures, such as the national intangible cultural heritage of the Buyi Pan Song, Yi Folk Song (Yi Mountain Song), Miao costume, Miao Lusheng Dance, Buyi costume, and a rich variety of festivals, such as the Yi Torch Festival, the Miao Flower Jumping Festival, and Gelao Eating New Festival. Liupanshui has an excellent traffic location. According to the results of the unified accounting of municipal (state) GDP, the city's GDP was 171.059 billion yuan in 2024, a year-on-year increase of 5.2 per cent. Among them, the added value of the primary industry was 18.952 billion yuan, up 3.6%; the added value of the secondary industry was 71.269 billion yuan, up 6.6%; the added value of the tertiary industry was 80.839 billion yuan, up 4.4%, and the structure of the three industries was 11.1:4.17:47.2. In the first quarter of 2025, the city's gross domestic product (GDP) was 43.862 billion yuan, up 5.1%. Among them, the primary industry added value of 3.101 billion yuan, an increase of 3.6 per cent; the secondary industry added value of 19.476 billion yuan, an increase of 7.0 per cent; the tertiary industry added value of 21.285 billion yuan, an increase of 3.7 per cent, the three-industry structure of 7.1:44.4:48.5.
